how can i get the keyboard shortcut working in arc? pressing shift + opt + r doesn't seem to do anything

it works for me but I have to be on an actual webpage, not the blank home screen

Chromium has a quirk where the shortcuts won't always register if there is a possible collision. Head over to arc://extensions/ and use the pencil icon to re-register the Opt-Shift-R command, or whatever is easier for you. Should fix this!
