Can specific technologies be moral (good or evil), or are they only tools wielded by good and evil people?

technologies are extensions and tools of ourselves, i don't think they inherently good or evil. the line gets blurred as time goes on, and layers of abstraction increase, it becomes harder to separate and tell apart of ourselves. i find that there is where the confusion arises for me at times
