I can't find the video but back in 2015, I was really deep in Network Science and analytics. Before Twitter and Facebook blocked their firehose, there was some strong research analysis saying this is exactly what is happening. Especially when you look at these accounts followers and following networks, it's completely non-random and doesn't match some expected physics distributions. There's also no incentive for Twitter to really remove these bots since they technically sell DAU metrics to marketing teams. I don't think it's a conspiracy at all, but just burried in data no one is allowed to research anymore.
