Theoretically, they could vote for laws, appoint representatives in different offices, approve budgets… anything. Practically, I’m thinking voting for only core political issues, major representatives, maybe the yearly budget, and whatever local municipality issue that interests them.

You do realise that this would be essentially a full-time job of every citizen who needs to do this? It's why in most countries we elect representatives who's sole job is exactly this.

There's also the case of "tyranny of the majority", where needs of minorities or oppositions are neglected because of "majority rule", which can lead to a one-side system.

A full time governance job for every citizen won’t do, I’m thinking there is a sweet spot between that and voting for representatives every couple of years, which seems too abstracted
