- add this url to your frame manifest 
- once users add your frame, simply send a notification

So how do I know who I can notify if  just neynar? 

Not clear on that part

You don't need to store them, we store them for you. 

We're also planning to having an API that can return token details per user.

When the user adds a frame, you get a response from the sdk.actions function call that includes the same notification token details. you can use that and store it if you'd like.

All combinations are possible, pick your solution as needed :)
