hypothetically if i built a multiplayer poker app entirely in a composer action and frames, and you had to buy chips with USDC, would that be illegal?

How is there value exchange then? Is it through these virtual items they sell? We had been thinking about this for a game. You could give community tokens that don't have tradable value, but once you introduce that don't have to shut the app down? Unless someone that isn't you or affiliated with you creates a secondary market.

the value exchange is players buy packs of credits to play in-game. you don’t get to remove money in the example was thinking of. offsuit doesn’t either. side note but i really don’t understand why that is illegal when all the freemium iphone games, console games that sell “packs” of items, etc are not.

Yeah, its in the perception of the game itself. Because this is poker the rules change. If you made it aliens shooting lightning bolts and selling tradable vehicles would be fine.
