TLDR: I don't know if a completely bottoms-up thing would work—may need to shift incentives so one person takes charge of collating everything. Tons of ppl contributed to this song but ultimately Avicii was the one who pulled it all together into an actual song. Without him it would not have happened.

Another idea here could be more of a bounty/competition-style thing, where every day a new melody or vocal chop is picked and then people submit tracks or snippets that use it. Highest vote gets the most payout.
