Historically "no incentives, no airdrop" is a green flag to these guys... I have firsthand experience with dozens of projects who dropped tokens after saying that. 

Idk what could be done aside from somehow enforcing regulations which goes contrary to the idea.

We are exploring ways to make running Hubs have an economic cost. So not only do you not get a reward, you have to pay something.
