pm2 reload can't do rolling updates without downtime in a lot of cases where the environment is changing. has resulted in a quite a few downtimes for us.

can be mitigated with more process, but that's inefficient

I think your statement is way too general. Not everyone needs rolling updates

also cluster mode + `reload` is specifically for zero-downtime deployments
