this is what I tried to address in my spPoA design, there has to be a splintering or lockdown of public funds so anyone's voting power isn't completely "fungible" w/ dissolution. otoh there is always the consideration that this is public funds, which should have redemption against any flawed governance.

the mechanism is down in the middle of the piece, everything before is context.

this part in particular. I do get the motivation for redemption with the least extraction, but Nouns typically bid up to less than their book value, which should translate to a certain staked buffer to disincentivize raiding.
