a) explore Mars (eg short-term visit for R&D purposes), or 

b) settle Mars (long-term aka lifelong visit for colonization to make humanity multi-planetary)?

what would make you willing to do this? and why would you do it?

assuming no better alternative, I'd pick a)

it's heavy enough for longterm stays, but is very much a half-measure for extraterrestrial humanity. settling gravity wells strikes me as a medieval concept when we already know we need multigenerational habitats in microgravity for interstellar travel.
