What's the best way to arbitrage against the structural decline of American power?

build/automate around maslow's hierarchy of needs. manufacturing is the broad intermediate before non-scarcity, so we just need a baseline framework for building basic utility in desolate places. biggest blocker is capital investment, so we need hard-to-exploit credit facilities. wen 100-year local bonds?

American power doesn't seem to be in decline, though, I think the issue is that it remains top-heavy & disruptible more than general public is comfortable with. then again, this is sort of a Pareto problem. also, wonder which lobbies can be decoupled from legislation, e.g. forcing generic drugs or right-to-repair.
