1) yes. there's examples of networks of things that exchange w/ common agreement (e.g. tankers below). not saying it's trivial, needs more manufacturability, many such liabilites, etc.

2) predictions should be emissions, not binary, & one should risk to capture emissions. it could all be recursive & efficient.
