Maybe easier to break it down into 2 tasks? Onchain features can be plugged as any feature into an ML model. But if you want a single person, maybe engineers with experience plugging onchain indicators to trade crypto (we used to do that in our quant fund)

The ability to deploy a smart contract and make it accessible to millions of users in a permissionless way is such an underrated feature of building on blockchains. We’re building on WhatsApp to kickstart distribution, and the amount of hoops you have to jump through to get simple things approved is staggering.
