I would also hunt down people who have a reputation for the service they provide and put out a post when they are free for a new project. My example is @pixel or for building out your dashboard

Should include information on the time you're available and bid happens over set time

I would be highly intentional about who you get to post their services when you launch it as this can help draw eyes to the services board and give people a peg for what similar services from other folks might cost
