This. Still crime but to a lesser extent. Interesting fact - Giuliani got about 9% of the black vote on his election and about 27% of the black vote on his re-election

nyc homeless programs are better than most/all other major US cities. the issue is they are mostly designed for homeless families. so the homeless single adult male is underserved.
