But this is a classic example of stated vs revealed.

People say they care about privacy, but do they actually make decisions as such?

I think people/organizations care about privacy.

That said they often don’t call it privacy.

For example I know a lot of crypto orgs that would like to do their financial transactions in crypto. The transparency (think salaries) alone kills this effort before going into the details.
