In Fintech land, there's chatter about Stripe "becoming a bank." The great state of Georgia has accepted the Stripe subsidiary Strategic Payments MALPB to operate as a bank HQ'ed there. Remember, Georgia processes 80% of USA's transactions so this is a strategic move to operate on the rails that already exist. 

The application outlines that Strategic Payments MALPB aims to provide credit and debit card services and expand its merchant acquiring capabilities through partnerships, particularly to become a member of Visa and Mastercard networks.
