Ok, question for the unbiased big brains. Can bitcoin have a L2 rollup that satisfies the 5 slices of the decentralization pie or does it lack the expressivity? Not the marketing. Facts please.

"L2 rollup" is not well defined. Lightning is certainly an L2 and if you want to shoe horn those 5 categories into lightning - you can - and then your answer is yes. However - when people talk about rollups they usually mean more powerful state machines like a EVM chain.
