This is usually noticed in the Arab Gulf countries like "UAE, KSA, Bahrain, etc...) and this is related to many factors, one of them owning huge amount of money that they think they can "buy" others, and also related to some psychological concept know as "white man Burden”, especially they come from Bedouins culture to civil culture and they always want to prove that they are better. Also it was something related to the culture of Bedouins before Islam who used to bury the baby if she is a girl and take slaves in wars and use them.

“White man burden” is interesting to me especially here. I do think Western wealthy have more guilt than Eastern

It is well known in the arab countries especially "gulf countries", you will find that they always like to copy what the western man is doing! The funny part that they focus on taking the bad from western and leaving the good which make it worst. Yes they are building nice countries but the culture is full racism and psychological complexes.
