IIRC early on, the incentives were really strong and it was really easy to set one up. I think the crowd it has attracted is more into that, as well.

Because you dont need $60k usd to get started. But you do need to be good at marketing to find delegation, otherwise you dont mint any blocks. You can pledge 1M Ada and start minting blocks which is same entry cost as other chains but its not required.
