The only long paper I ever wrote was my english senior paper. Teacher said the academic way of writing was quoting paragraph, even page long references, citing them, and then adding your own bits in between. Wrote maybe 10% original stuff, got an A, felt like cheating. Have the academics just gotten sloppy?

This sounds like liberal arts, which I know next to nothing about. In the natural sciences we rarely ever quote anybody. We run experiments and then describe what we did and what we found, and we cite (but typically don't quote) people who have done similar stuff.
