Why doesn't Etheruem have $0 gas fees?

would y'all consider reimbursing a project for the sign up fees if: 
- project proved they're onboarding quality users 
- the sign up fee was biggest barrier in onboarding the said users

But I think the bigger barrier is building all the sign up infra.

And then the definition of quality users is going to be pretty subjective.

you have a quality metric in the PB, maybe you could use it as means to establish a ratio for audience acquisition.

I know, but I thought it was still accessible through an API (I think Neynar talked about this yesterday). So, use it as a label for "quality" new users brought in through a 3rd party. If they can maintain a XX% ratio then you know those referrals are bringing value to the community based on your previous measure of what a quality contributor is.
