Every POAP is an NFT, which might have value in the future. Not Every NFT is a POAP as probabilistically NFT might already have  value while buying decision is being made. 

Although most of them end up being worthless just like POAP xD

Every NFT is a ticket to something or for something whether that was intended at the beginning or not

What @dbasch said, only with the addition that NFTs can serve as POAPs to those that mint them, not buyers on secondary.

POAP is just an idea. 

Any NFT can be a POAP. It's just proof of attendance. 

Functionally the one of the main benefit to POAP is that it doesn't require a wallet to onboard people.
