regs and infra aside, the courage and will to keep public transit safe and clean. tokyo gets a lot of that for free from japanese culture, for the west it probably starts with law enforcement and security. If trains can't win across convenience and safety to private cars, will continue to lose.

functioning transit has a lot of follow on effects, one less obvious one for me is easier to build higher density: when residents don't need cars you don't have to build another equally massive structure for parking and you don't have to worry much about congestion, its just people on foot. my current apartment in tokyo has 2 parking spots for 35 units.
