It’s centrally managed. Would be the equivalent of federal government overriding local zoning.

regs and infra aside, the courage and will to keep public transit safe and clean. tokyo gets a lot of that for free from japanese culture, for the west it probably starts with law enforcement and security. If trains can't win across convenience and safety to private cars, will continue to lose.

Zoning laws, Tokyo allows for mixed use zoning everywhere, and it's very permissive (actually most of Japan is as zoning is handled nationally) It's why you can find a little sake bar right under someone's home in places like Tokyo and Osaka etc More here https://urbankchoze.blogspot.com/2014/04/japanese-zoning.html?m=1
