changed the name to "builder awards" from retro awards. also adjusted down the per quarter nouns awarded to 4 instead of 10.

I think establishing the new cultural norm of retro-ing nouns to our best prop builders is an important thing to nail down while we have high alignment here.

but just airdropping tax liability bad no?

And still think the issue rate is to high, would prefer to see, total  level of nouns signatures required to release one. And we fill a pot as required. Not a fixed issue rate.  Say 10% of supply signs and a noun can be claimed by the prop

i think this whole prop is better suited to be an infinite round

mandating a quarterly selection of 4 proposals is cumbersome to governance 

an infinite round allows for the excellent to achieve their natural rewards
