Have you considered GitHub Pages? This would give you free static website hosting and an open GitHub repository. My understanding you retain full ownership and control over the licensing of your content.

To increase capacity and protection, you could add a service like Cloudflare. In other words, pay for a CDN for the next decade or so.

I use it for a couple of simple sites. I have to look at tos and specs but I think it may not be free or performant for traffic levels ribbonfarm will continue to have for a while
