is the proposal reward only for successful proposals? seems like it should be at first glance.

we vote down a lot of proposals and I'm not fully convinced that it's beneficial to reward all of them. have y'all thought through the pros/cons? anywhere I can review?

one meta piece of feedback is it would be helpful to have some we qualitative analysis and framing alongside these numbers.

we're currently leaning towards reward all proposals that pass quorum. the goal is to not incentivize spam props just for rewards. wdyt?
