Two books from that era that I’ve enjoyed in the last year: Humanity Uprooted - Maurice Hindus: written by a Russian who emigrated to the US before the Bolshevik Revolution and then went back 5ish years after the revolution to do a tour of the country. Each chapter is an institution they were changing. Wild book.

Fantasy depends on what you consider 2nd tier - is it just anyone outside of Tolkien, Martin, Sanderson? The Broken Earth trilogy (won the Hugo award for every book in the trilogy!) The Library at Mount Char The Riyria Revelations series The Powder Mage trilogy
