My neighbor has landscapers (who use leafblowers) 3 times a week. Is that excessive or am I being a whiner?

Way excessive.  AB 1346 makes this and other small gas tools illegal to sell in California as of this past January.  So long term they’re being phased out for quieter electric ones which is good.  In the meantime you may have some recourse if the noise exceeds a certain level.  Lots of cities in CA have more stringent laws than the state laws:
