Decentralized is an over used term and not that applicable here but yea the good part about this place is not necessarily that it is small, that’s not the defining feature, it is just necessarily small, to start

Maybe a “sufficiently decentralized” town is a better word than small, I grew up near a small town and it wasn’t a good thing to imagine at all..
