I think that's likely the case but I'm not counting any chickens before they hatch when it comes to Trump 2.0

It's hard to say. It could be about the optics of being tough on illegal immigration and drugs. It could be about generating tax revenue so as to offset tax cuts for the rich. It could be about bullying other countries into giving him favorable terms. Etc
