It's hard to say. It could be about the optics of being tough on illegal immigration and drugs. It could be about generating tax revenue so as to offset tax cuts for the rich. It could be about bullying other countries into giving him favorable terms. Etc

When he mentioned tariffs during election he made no specifics, but it's clear he had some in mind around who the tariffs would affect.  Expect Europe next.

During the election I could have sworn he said 60% on China and 10% everyone else. Obviously numbers will be in flux for a bit.
