What’s the process for deciding on a “breaking” headline? 

Today’s headlines from legacy media cos felt really disingenuous and misleading-  I’m curious if there’s processes / specific verbiage reqs that are at play, forcing the writer’s hand, or if it’s really political biases like many believe

This is important point which is that headlines are purely written by editors. Writers are often even unaware and surprised by whatever headline shows up on their article and is usually done for SEO. Even though that’s the only part many people read which almost makes it funny.
