Since ~8 weeks ago, I'm banned from dming people on telegram (false flag obv, i don't dm non-frens)

appeal didn't work, waiting it out didn't work, getting premium didn't work

what are my options? new tg account? has anyone been in this situation and can give me advice?

Lawyering up may help. If a lawyer sends a demand letter on your behalf, it is usually handled by a different support level.
