I wanna set up a way for my 7yo to chat with me and her grandparents - Can be any service (email, tg, whatever) - I must be able to restrict who she can send and receive to/from - must do pics and emoji - must work on desktop (no iOS apps) - open to self hosting / hacking it Suggestions?

Will they use it without supervision? Is the aim that they can call whenever they want without your involvement?

tg should be fine. Look for something that lets them create stickers to make it fun. Tie it to your own contact list or set up parent control so that they can’t change the contact list.
