as far as hooking up the grid and retrofitting all possible structures, it may be significantly more expensive to connect everything with sufficient storage.

To me this is like saying, the water availability and cost to deliver water is the two most important factors when choosing where to start a farm, in other words... Well, duh it matters. You can't do business without the parts that make it happen. You dont see farmers say that they never considered water when they picked the site of their farm. So not really sure how meaningful that survey is.
