The theory that tariffs will reshore manufacturing only works if companies have ironclad guarantees policies will remain consistent for years. Otherwise they're being asked to invest in Trump's dumb authoritarian whims.

Another important reason tariff policy should not be unilaterally decided by the Executive but rather by Congress where decision making is much more deliberate and subject to a lot of controls.
