I love this idea.

I genuinely think that all governments should be building housing. Denmark is a great example.  It doesn't need to discourage private developers, but they would need to be competitive with a non-profit-motivated entity.  I personally think it's important that the government does the construction and not just funds private developers so that costs don't get bloated.
