All peer to peer solutions are slower than traditional cloud solutions, so the real question is what are the requirements? Credible exits, meaning data is decentralized but you still use centralize performance enhancing solutions? Or fully decentralized usage where you only use p2p? If it's the former, IPFS is every bit as fast as any other web scale storage solution. If it's the latter, then you're not going to get web scale performance no matter what.
