The point the story is missing here is why the factory administration decided to do it this way for real: to show the regime how ridiculous their planning is. They knew exactly what they are doing and why. They could have solved it other way, but it was about sending a message.

My suspicion is that lack of materials was due to people just stealing them. It was very common.

In todays so called market driven world we have the other extreme: over production. Vast amounts of 'money' is spent to return a profit. Perhaps the problem is mass production in general? We seem to lose the plot when we try to use measurements that stray from the original purpose.
