If I were in charge of Apple apps, I would instead invest in creating the FinalCut / iMovie for AI. A Pro and a Prosumer app that makes it easy to fine-tune AI models, build agents and other AI workflows. Package them and serve them so they can run on Apple silicone. Work closely especially with the iPhone team to ensure it's the best platform to run these local models either under the hood in an app or some new "AI player" app for end users.

they cant, really. The UX problem in AI movie making is the actual generative AI part (consistency, bad output), for which Apple does not have the competence

Adobe already doing interesting stuff with AI and Premiere (and also throughout their Creative Cloud) as someone working a lot with video, I would not be interested Final Cut/ iMovie AI, but maybe for consumers. might also be the reason they are not investing. Apple can’t compete anymore with Adobe in this field.
