Farcaster is a fine demonstration in why you don't need strict global consensus and public blockchains for most things, but at the same time, they can prove valuable for 1 or 2 things I hope to see more hybrid applications that are significantly better by minimizing blockchain usage only to strict global consensus

Farcaster Hubs are a form of L3. A p2p network that stores data signed by EdDSA key tied to accounts secured by a smart contract on an L2. Nothing says that L3s have to be implemented on a blockchain.

what's the difference between an L3 and an application built on top of an L2?

Is that a good mental model? Anything considered a layer, tends to mean the data can be submitted to a lower layer blockchain. By this standard, hubs are just a fully offchain data solution which interoperates with blockchain. Like the relationship between @ipfs nodes and the Filecoin network.
