I still need to digest the governor changes but would it be possible to keep a snapshot/checkpoint of the voting power but then also have NDTs to allow for all of the positives they provide? This way you couldn't rotate through the pool because you'd have reached your voting power cp

I guess tracking delegating in governor state is similar here although we don't get NDTs. I agree NDTs are super cool -- as a current delegate I love the idea of having an NFT in my wallet and think the art opportunities are neat. tracking in governor state feels boring

1/2 baked but what if state is kept every time you mint an NDT and when you try to vote or propose that state is checked to make sure the noun is still held by the person that administered the NDT. If it is, vote/prop goes through. Else NDT is burned. Prevents minting yourself dozens of NDTs then returning noun?
