What do you do to export and retain highest quality? 

I’m new to exporting gifs but have been using them to share the coded waveforms I’ve been working on.

Usually my workflow is create image sequence in photoshop or premiere then export mp4, then create git from video.

Is there a better way?

If you set up a dev environment using FFMPEG would give you better native resolution than the conversion loss going from mp4 to video as it tends to optimize a bit better, otherwise you could sequence your frames in illustrator and export to gif... The process you are using is pretty good overall though imo.
