What it is the meaning behind L2 "deriving security" of L1? In other words: How does submitting proofs/snarks to L1 makes L2s secure?

this is like americans being able to evacuate via the US embassy in a foreign land when said land is compromised. the foreign land doesn't "derive security" from the US, the US citizens do by virtue of the US embassy(and whatever provisions like dedicated evac transport). 2/n
