FIP: Extend Storage Expiry

- Give all existing storage units an extra free year to avoid user churn and unnecessary work for clients  

- Reduce the size of new storage units issued. Lets us bring down the cost of registration in the future.

Are you also considering rebalancing the storage units? I mean, giving a bit more space for reactions than for casts.

Since casts may actually occupy more space than reactions, I don't see why we should have half the reactions compared to casts.
