What's the current state-of-the-art for "prove to a blockchain that something was on a website, as far as possible in a decentralized way?" If possible I'd prefer something that will give me an offline proof that I can send to a contract, rather than having to make a contract call to tell someone to create the proof

RFC 9421 if the website supports it (most don't). If they don't then some zkTLS solution like /opacity or TLSNotary from @pse, or you could use a TEE based solution like TownCrier from Ari Jules/Cornell.
