what does it mean to broadcast messages globally?

I find this amusing because after years of feedback from users asking to declutter instagram with features that almost no one asked for (tiktok clone, shopping channel), they listened and prioritized pictures again. 
I'm all for better curation, but curious as to how well this will land in practice.
